The people of Kenya in 2010 decided, through the provision of Article 124 of the Constitution, to provide this House with powers to create Standing Orders to guide orderly conduct of proceedings in this House and the conduct of Members. We actually created Standing Orders based on that Article of the Constitution. In addition, one of the things that we provide for - having foreseen that some Members may act in a manner that would not give dignity and honour to this House- was to provide within the Standing Orders what we call the \"disorderly conduct\" under Standing Order 107.
