Speaker, Article 127 of the Constitution of Kenya 2010 establishes the Parliamentary Service Commission with functions and responsibilities as set out in Article 127 (6) (a) to ( e) and the Parliamentary Service Act of 2019. These include the following: (a) Providing services and facilities to ensure the efficient and effective functioning of Parliament; (b) Constituting offices in the parliamentary service and appointing and supervising office holders; (c) Preparing annual estimates of expenditures of the parliamentary service and submitting them to the National Assembly for approval and basically exercising budgetary control over the service; and (d) Undertaking programmes to promote the ideals of parliamentary democracy amongst others. Hon. Speaker, Article 127 (2) and (3) of the Constitution provides that the Parliamentary Service Commission shall consist of the following Members:"
