    "content": "Technically, Article 223 of the Constitution says that whatever that has been spent must be ratified or regularised within two months. On some of the items, we could even wait and regularise them next month. But we would also want to ensure we close our financial year without carrying forward issues of this financial year to the next one, just for neatness of housekeeping. Just in case there is an item that needs to be paid today rather than wait to regularise it later, it would be good for us to close the books."
