    "content": "Hon. Temporary Deputy Speaker, the purpose of these Regulations is to actualise the Acts of Parliament that this House passes. Normally, the laws are a little bit ambiguous. There is now need for regulatory-making authorities to add actual ‘meat’ into the Acts. This is to ensure that the Acts can be used for the purpose for which they were intended. So, every time Parliament passes an Act of Parliament, there is an opportunity for the regulators to ensure that they come up with regulations that makes this possible so that what Parliament passes can now be used for Kenyans to get value for it."
