    "content": "These particular Regulations are on the Public Procurement and Asset Disposal Act of 2015 and are meant to operationalise that Act. But when you look at Article 10 of the Constitution, it is very clear about national values and principles of governance. Part 2(c) of Article says that some of the values are good governance, integrity, transparency and accountability. Basically, this Act ensures that, that happens in this country."
