    "content": "Assembly for scrutiny, we should ask ourselves why is it that some of them can go directly to regulation-making authorities and when some of them have to be approved by the House. In my submission, those of which must come to the Plenary must receive thorough scrutiny. The threshold of scrutiny is enhanced. That does not surprise us of the instruments which deal with finances and which deal with procurement because it is the intention of the law that those instruments are particularly and specifically in accordance with both the Constitution and the laws around it."
