    "content": "One of the key problems we have at the moment is the issue of pending bills. Pending bills, whether at the national level or at the county level, are due to not following procurement processes. For instance, what the county governments are doing is that if they inherit pending bills from a previous county government, they do not pay. Even after the directive from the President and by the Cabinet Secretary for National Treasury and Planning, we still have pending bills at the county governments. These Regulations will ensure those innocent suppliers and innocent contractors, or those who have offered services to the county governments and to the national Government are promptly paid."
