    "content": "These Regulations will ensure that when they tender for services or goods, they do proper due diligence. If you look at the Auditor-General’s reports, you will find that there are culprits who do not adhere to procurement processes. We have seen cases where entities, because they have not followed the correct procurement processes, end up making variations which they mostly abuse. We have also seen cases where some county governments were not able to pay for services and goods they have been offered. Therefore, these Regulations, as made by the Committee on Delegated Legislation, are very important. With those remarks, I support."
