    "content": "Mr. Temporary Deputy Speaker, Sir, indeed, Mr. Nyamweya dissented in the Committee and we have a minority report in the report which gives his views. The Kenya Anti-Corruption Commission (KACC) is a special entity. It is an entity that was set up by this House because of an emergency that we had in the country in tackling corruption. Typically speaking, the functions of KACC are to be done by the police and the Office of the Attorney-General. In other words, investigations ought to be the preserve of the police and the prosecution ought to be the preserve of the Attorney- General. Then, the courts do the adjudication. But because of the emergency problem that we had, we set up an entity to deal with this issue specifically. We set it in such a way that it was shielded from the other branches of the Government. It was shielded from the Executive. The Executive cannot directly get involved with the running of that institution. It was also supposed to be independent from Parliament. It is only accountable to the House and Parliament. The entity is made up of two parts; the Advisory Board and the Commission. The Advisory Board is set up under Clause 16 of the Act. It reads:-"
