"content": "Mogotio, JP): Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to also comment or say something about public procurement, asset disposal and regulations. What is very important is to have an efficient system that can serve our people. One thing I have realised about procurement is that there are two major issues. First of all, it takes a long time sometimes to procure something. So, we need efficient regulations in which things which are advertised and which have to be given out should be done in an efficient way and are time bound. One of the major challenges in these issues of procurement is to address the issue of young people or the young entrepreneurs. I think they are really facing a challenge in terms of mobilising funds because certain procurement rules are difficult as it was said by Hon. Nduati. That when you put in performance bond or put other requirements then the young people may not succeed. I know the National Treasury has been trying to be soft. They have actually waived a lot of things like experience which most of the projects require. This is what shows us what you have done before or whether you have done a similar project before.
