    "content": " The bottom line is that there is inordinate delay in the releasing of these funds. The blame is on the National Treasury and I think this is something this House should address. This is because if money is released by Parliament - in fact, the Kshs2 billion was from travel allowance of MPs - it was supposed to assist Kenyans by saving them from this disease. Up to now, the funds have not been released. That is why the Departmental Committee on Health should have pursued this matter. What was the logic of passing the money if it has not assisted the people and they are dying daily? Hon. Speaker, I agree to some extent that, by the time we got this Question, it was overtaken by events."
