    "content": " Thank you, Hon. Speaker. I suspect there is a conspiracy between the National Treasury and the Ministry of Mining and Petroleum. We have been waiting for those regulations for four years yet the National Treasury and the Ministry of Mining and Petroleum are not telling us how much has accumulated in the CBK account as royalties. That means that that money has been utilised for other things and the community should expect nothing. If that money is intact, they should tell us that under titanium, this is the amount that has accumulated and we are just waiting for regulations."
