    "content": "Secondly, the Bill provides for the institutional and legal framework for the recognition, protection and management of refugees. The Bill establishes various offices and institutions which include the Department of Refugee Services, the Commissioner for Refugee Affairs, Refugee Advisory Committee, Refugee Status Appeals Committee and the Refugee Status Eligibility Panel. These institutions are tasked with coordination of activities and programmes relating to refugees, provision of adequate facilities and services for the protection, reception and care of asylum seekers and refugees within Kenya, among others."
