    "content": "Thirdly, the Bill is underpinned by a number of fundamental principles most notably: (a) Non-discrimination where provisions of the Bill are to be applied without discrimination as to race, religion, origin of country, age, among others; (b) The principle of non-refoulement which provides that no one shall expel or return a refugee against his or her will to a territory where he or she fears threats to life or freedom; and, (c) Refugee self- reliance as provided for in Clause 28 (4) of the Bill. It states that refugees shall be enabled to contribute to the economic and social development of Kenya. This has been further enhanced in providing required documentation at both levels of government."
