    "content": " Thank you, Hon. Temporary Deputy Speaker. I rise to support the Refugees Bill, 2019. Nobody chooses to be a refugee. It happens because of issues to do with neighbouring countries. It is good that we put things in order because many times, the locals view refugees as a security threat. I will give an example of Kasarani Constituency. We have almost 10,000 Congolese refugees. You will find most of the complaints at the administration office or the Office of the Deputy County Commissioner (DCC) are about refugees. Within the estate, you will find that the locals are not able to accommodate them.
