"content": "aspect of encampment is something that needs to be strongly considered, especially for genuine refugees who have been around for a long time and have been properly vetted. We had a case in Dadaab where a young man was born in 1991 after the refugee influx. He schooled there. We met him and he gave a testimony. He had remained in the camp and was now 28 years old. The country has to decide how to deal with those cases where a child is born and is a refugee. There are certain rights that have to be guaranteed within the law. Members have ventilated on other aspects of the Bill. This Bill is meant to align the management of refugees with the Constitution. We had the Refugees Act No.13 of 2006 which was not aligned with the 2010 Constitution. This Bill seeks to align that with the 2010 Constitution which brought about several changes including the titles of “Minister” which is now “Cabinet Secretary”.
