"content": "Madam Speaker, Parliament should not be seen to be acting in vain. I do recall a few weeks back the then Chair of the Delegated Legislation Committee reported to the House on his frustration at receiving notices, orders and statutory instruments that had already expired. It is in the public domain that the movement orders that have just been laid on the table of the House today lapsed at 4.00am this morning. I am not requesting for a direct answer but you need to guide the House and particularly the Committee on Delegated Legislation and the Executive. Even though this order lapsed at 4.00am today, that order was in force for 30 days. There was nothing preventing the Executive from bringing that particular notice to the attention of this House. The Executive seems to be taking the House for granted and you need to guide us on how to deal with expired notices."
