    "content": "(3) Clarify whether the policy on Community Policing is still in operation. If so, explain why the police officers have failed to embrace it, thus causing serious disharmony between police officers and the community in Lessos. (4) State what action the Ministry of Interior and Coordination of National Government and the NPS have taken against the officers responsible for the killings and avail the full list of officers who were transferred from the area, as pronounced by the Deputy Inspector-General of Police who visited the site last week. (5) Outline any measures that the Ministry of Interior and Coordination of National Government has put in place to ensure that justice is served to the three families and all other persons who were injured by police officers in Lessos, with the aim of ensuring that they are fully compensated by the Government. Mr. Temporary Speaker, Sir, just a quick comment. Allegedly, Mr. Tirop who was first to be killed by the rogue police officer was just shot because he did not wear a mask. The question is: How many Kenyans can afford Kshs50 or Kshs100 to buy a mask to wear in public? The other day in Rioma, Kisii County, you saw a police station was burnt down just because of a business person who was killed for not wearing a mask. It is so sad. As we appeal to residents of Nandi County, specifically Lessos, to maintain law and order, we must address this issue of extrajudicial killings by rogue police officers within the Service. Sen. Sakaja has been on this issue for very long. I am happy that there is a police officer who is in custody for shooting a young boy, who was playing on a balcony here in Nairobi City County. We want to see the same police officers being charged. I am made aware that one police officer is now before the court of law, but there are others who shot to death the other two. There are other people who were injured and are in hospital. Madam Temporary Speaker, the families who lost their loved ones should be compensated. There are others who are in hospital and medical bills are being incurred. We must come up with a law that will ensure compensation to families of victims of police killings. Why would a bullet bought by mwananchi through tax payment kill the same wananchi ? Where will police get the same tax if they kill people who pay the tax that is used to buy the same bullet? In as much as there is a lot of animosity, the Ministry of Interior and Coordination of National Government, the Inspector-General of Police and the Independent Policing Oversight Authority (IPOA) should take action. In this curfew and lockdown, there are many Kenyans who are being killed by rogue police officers. We are not saying all police are bad. We saw the march in the United States of America (USA) the other day where protesters were saying; “black lives matter”. In this case, we are saying; “Kenyans lives matter.” What we saw today during Saba Saba commemoration is one way--- I do not know whether police pride themselves in how many people they arrest and file returns, saying they have arrested this many. I do not know if there is a reward for killing or arresting innocent protesters like Mr. Frank Chacha and many others across the City.
