    "content": "There is need to overhaul the water infrastructure. In many parts of the City, it is cartels. You will find that somebody has built a house around the physical valve and is the only person who knows where to open. There are trucks and water bowsers out there selling clean water. I am glad that we are in agreement with the national Government, together with the Nairobi Metropolitan Services (NMS) that this should be part of history, and we look forward to that."
