In as much as any Member can propose an amendment and the amendment goes through the proper procedure with the Clerk--- It is because of the nature of these amendments, not that it goes to the Committee, but before the Clerk processes it in the Order Paper, he has the assurance that the Budget Office will have confirmed that the tabulations are proper and correct. That is the only affirmation."
