"content": "right now, everything is going digital, low touch and online. However, we find that our communities are being left behind. COVID-19 which we thought was equalizing in a certain sense whereby in terms of infection, but also is laying bare the disparities and the socio-economic segregation and discrimination that we face in this country. Madam Temporary Speaker, colleagues have raised concerns about preparedness of our counties. We have already been to two counties. My county of Isiolo was one of them. I know the Chairman will allude to that because we will be meeting the Governor. We have met other stakeholders within the county. We cannot bring our report until after we have given a chance to the Governor. That said, we are very worried and concerned, not just for Isiolo, but for our counties. We are being told now that nobody should bring their COVID-19 patients to Nairobi. I do not know what will happen because those that have money are already buying and installing their Intensive Care Unit (ICU) beds in their bedrooms, but most Kenyans who are not able and cannot afford- forget the ICU beds- even a meal to boost their immunity are going to be in big trouble. Madam Temporary Speaker, the Cabinet Secretary (CS) in the Ministry of Health recently said that each county should bear its burden. That statement takes me back to the issue of the formula on revenue sharing where some of our counties are starting from minus. It is not just the 50 years of being left behind but an eternity. Some of our counties have been marginalized from the colonial times. What the over 50 years of Independence has done is to entrench the policies of the colonial era. Does the directive by the CS in the Ministry of Health mean that if one resides in one of the marginalized counties, they should go to hell or heaven to die depending on what they have been on earth?"
