As we look at the Bill, it is clear that this is in response to the lack of coordination and absence of functional placement that different agencies at the county, national level, Government and non-governmental organisations will interact. I want to commend Hon. Ichung’wah because for a long time, we have normalised disaster management as something we respond to by way of surprise without proper infrastructure and visionary management that is befitting of something as serious as this."
