    "content": "This Bill is timely because we do not have fairness in terms of dealing with disasters. We concentrate on some areas more than others. Disaster does not know religion or communities. So, it is important for disaster to be treated equally. We should not concentrate on some regions or communities while leaving others out. There are institutions which have mismanaged disasters. We have NGOs which I have heard Members talk about. We need accountability from the NGOs we have in this country. They have turned to be activists and yet, there are serious issues like disasters before us. The electronic version of the Official Hansard Report is for information purposesonly.
