    "content": "The other thing I want to address is that in this country, when we talk about disaster management, we look at it from the perspective of its effect on humans. However, we also need to think about disaster management from the perspective of the effect on non-humans. I am saying that because we have other disasters which may not have an immediate effect on humans, but may have a long-term effect on the economy or humans in the future. I think one of the things that need to be considered is an effective and proper definition of “disaster management”. We should put it in the Bill so that we go beyond just issues of risk prevention, mitigation, preparedness, rapid response, recovery and such things.
