    "content": "(Marsabit (CWR), JP): Thank you, Hon. Temporary Deputy Speaker. During the dry spell, the pastoralist communities move from place to place looking for water and pastures. In the process, they experience tribal conflict, which has taken a lot of lives and livestock. If this is not addressed, it will increase the poverty levels in the county and in the country at large.
