    "content": " Thank you, Hon. Speaker for the opportunity to contribute to this important Motion. I beg to differ with my colleagues who have supported this Motion. From the outset, I reject and oppose this Motion. You are aware that this matter was brought forth by the current Governor of Vihiga, Hon. (Dr.) Ottichilo, in the 11th Parliament. He raised a number of issues about the importance of this centre to the country. Though this Report has tried to deal with the issues that he raised, they have not been satisfactorily addressed in terms of value for money to Kenyans.
