"content": " Hon. Speaker, pursuant to Standing Order No.44(2)(c), I seek to request for a Statement from the Chairperson of the Departmental Committee on Lands regarding the intended lease of plot Land Registration No. Bukhayo/Nasewa/1500 in Matayos Division, Busia County. The Government compulsorily acquired about 843 acres known as Land Reference No. Bukhayo/Nasewa/1500 from the residents of Nasewa Location of Matayos Division in Busia County for agricultural purposes, and specifically for establishment of a sugar factory. Currently, the parcel of land is registered in the name of the Principal Secretary of the National Treasury, who is the custodian of the title deed. The National Treasury began the process of leasing the whole parcel of land measuring 843 acres, as registered, to Busia Sugar Industry, a private entity, for 50 years. The process was undertaken without the involvement of the National Land Commission (NLC) as required by law, and in particular on issues relating to change of user and in complete disregard of the constitutional requirement on public participation and due diligence. The community within which the land is located had proposals for the use of land for their benefit, including establishment of special economic zones to boost manufacturing and food security, which is among the Big Four Agenda of the Government. It is against this background that I seek a Statement from the Chairperson on the following: (a) To provide details of the intended lease, including processes that the National Treasury has applied in leasing the said parcel of land to a private firm – Busia Sugar Industry – for the next 50 years? (b) To indicate whether public participation and due diligence on change of user was carried out, including whether procurement procedures were followed? (c) Was the National Lands Commission involved? Thank you, Hon. Speaker."
