    "content": "This facility is operating under the International Lease Territory Agreements (ILTA). So, even if we do not make agreements, it has to operate within the ILTA. This Agreement is also giving our country an equal use of the facility. The equal use will give our country access. In 1967, the first satellite to be launched in Africa was within that facility. So, in my view, it will be important to, first, take this Agreement, and move ahead by enjoying equal use. We can then do indemnification for our people that in any case there is any dispute coming from the facility, we know whether it is our country that is supposed to compensate or the Italian Government. This way, it will give us more benefit than saying that we reject this Agreement. So, I support"
