Speaker, I beg to second that the House adopts the PIC Report in its amended form, its consideration of the Special Audit Report on Procurement of Pre-Export Verification of Conformity to Standard Services for Used Motor Vehicles, Mobile Equipment and Used Spare Parts by the KEBS laid on the Table of the House. The Special Report was conducted pursuant to Article 229(6) of the Constitution of Kenya that obligates the Auditor-General to audit and confirm whether or not public money has been applied lawfully and in an effective manner. This Committee, under Standing Order No.206, is allowed to do that. If I remind Members, Standing Order No.206 is about examination of audit report laid before the National Assembly to ensure probity, efficiency and effectiveness in the use of public funds. The Committee is mandated to examine, in the context of the autonomy and efficiency of the public investments, whether the affairs of the public investments are being managed in accordance with sound financial or business principles and prudent commercial practices."
