Speaker, in the course of the proceedings of the court case, should Parliament enact either regulations or legislations that stipulate how I should be punished, I feel that action should be taken. I support some of those recommendations. I also disagree with Hon. T.J. Kajwang’ in the argument that he advanced. He said that since the Regulations had not been published at that time, there was a mechanism still… We have all done this in our quarters. When we were patrons of the NG-CDF committees, there were people who breached the procurement laws. We blacklisted them."
