"content": "We will need to make a more fundamental decision in respect of reports from the Public Investments Committee and the Public Accounts Committee. Article 95(2) of the Constitution says that the National Assembly deliberates and resolves matters of concern to the public. So, we must always ask ourselves on a matter of concern such as that, does the Report resolve it? We must and we can create two distinctions. Where a Committee finds that there are certain administrative wrongs – and it could be maladministration or it could be whatever - you can make a finding. It can include a recommendation to debar, surcharge or whatever. But where it appears to amount to a criminal offence, then you cannot because we are not competent. We must refer it elsewhere.
