    "content": " Hon. Speaker, this afternoon, while I was coming here, I wanted to listen to the amendments by Hon. Kaluma and Hon. Maanzo. Once a Report has been tabled and has come for debate, there is nothing like rationalisation. I want to indulge Hon. Otiende Amollo. Chairpersons of Committees and the leadership must be very worried. If we go that route, we will have many people wanting to rationalise every report that a Committee brings. We had a similar case the other day. Going forward, if in the opinion of the Speaker amendments have been approved and are on the Floor, the Member must convince the House and the Question is put."
