Kajwang’ and the Chair, I got the impression that they were not speaking the same language and they are members of the same Committee. It looks to me that under Standing Order No. 48, the amendments that have been brought by the Chairperson materially alter the meaning of the Report. Therefore, as a matter of procedure, I have not seen evidence of an addendum from the Chairperson on whether there was concurrence from the membership of the Committee on the amendments that they have brought. That is what I intended to bring to your attention. It is clear from the Order Paper that there is no evidence of concurrence from the Members. All we are seeing is the Chairperson and, maybe, the Vice-Chairperson saying a few things here. But there is no evidence of concurrence and yet, the amendments materially alter the original meaning of the Report."
