    "content": " Hon. Speaker, there is a principle in law that he who alleges must prove. The Chair of PIC is insisting that the amendments they have made are very minor. How minor are those amendments when, indeed, they are proposing deletion of recommendation (ii) about the regulations? This amendment is materially different from what is in the original Report. So, I rise on a matter of procedure. What they are doing is that they are amending the Report fundamentally without following the correct procedure. That is what I am saying. The procedure is that there must be evidence of an addendum. That is the procedure. It is as simple as that."
