    "content": " Well guided. The Committees are established as tools that are intended to aid and exercise delegated powers of the Members in plenary. Under Article 94(5), the Constitution states that no person can make any provision that has any force of law other than this House. The reverse of that must be read into that provision to say, no person or body can reject a proposed legislative proposal other than this House. When Members bring Private Members’ Bills, I say this out of experience, and I have listened to Hon. Millie and other Members raise this issue, the Committees intended to aid us in the legislative process have not done as much. I say this with utmost respect to the Chairs of Committees. It has been three months since the Leader of the Majority Party was appointed and I hope that during his term, more Private Members’ Bills will be brought here. I want to confirm that some changes have been noted and more Private Members’ Bills have found their way here. A lot of Bills are either stuck somewhere or have found themselves in the graveyard somewhere and Members end up losing direction."
