    "content": "As a House, we recall recently it was pointed out that we need to recognise as we come up with Bills, how they address issues, the context or culture of engagement in the country or other existing frameworks. There could be Bills which are passed and then later we are told they cannot be implemented. Therefore, it is extremely important as the Bill seeks to indicate, we not only immediately align it. Since we are talking about a Public Collection Act of 1960 we clearly need to see how it is addressing the devolved government."
