    "content": " Hon. Deputy Speaker, I beg to ask Question No.130/2020 to the Cabinet Secretary Ministry for Education. (i) Could the Cabinet Secretary explain why the presidential directive to all secondary school heads to release KCSE certificates and seek for compensation of fees arears from the Ministry of Education is being disregarded by school heads? (ii) What is the Ministry doing to ensure school heads comply with the said presidential directive? and (iii) What action is being taken against school principals/headmasters who continue to treat this directive with contempt?
