    "content": "Cooperatives and the County Government of Kiambu have taken responsibility in addressing the outbreak of the disease as outlined in the Constitution of Kenya, 2010. The Fourth Schedule of the Constitution of Kenya assigns the disease control function to county governments. The Ministry of Agriculture, Livestock, Fisheries and Cooperatives, in collaboration with the County Government of Kiambu have done the following: (i) Developed final drafts of the veterinary and livestock policies in consultation with stakeholders. (ii) Started the review of the Animal Diseases Act Cap. 364 to empower the Cabinet Secretary and the Director of Veterinary Services/County Directors of Veterinary to effectively manage animal diseases and outline responsibilities of both levels of government in line with the Constitution. (iii) Developed guidelines for delivery of the Veterinary Services Act, 2014 in consultation with county governments. These guidelines unbundle the various veterinary functions provided in the Constitution for both levels of the Government. They spell out what should be done at the national level and what is the mandate of the County Veterinary Services. The guidelines were adopted by both levels of the Government and cascaded to counties. (iv) Developed the National Risk-Based Foot and Mouth Disease Control Strategy in consultation with the counties. (v) Trained 15 veterinarians and animal health assistants - both public and private - from Kiambu County and over 700 animal health service providers countrywide on surveillance of animal diseases and reporting using mobile phone-based application. This provides real-time disease reports and alerts. (vi) Linked the County Veterinary Service to the national disease database known as the Kenya Animal Bio-Surveillance System (KABS). The County Director is able to access disease reports submitted by frontline personnel at farm level in real-time. (vii) Under the technical assistance of counties, we have developed and printed 3,000 Foot and Mouth Disease posters and 5,000 brochures and distribution to the various counties including Kiambu County. These are ready to use extension creation material targeting both the technical and non-technical audience. Sample radio message to local FM stations have also been shared with the county. This will assist in early detection and reporting of Foot and Mouth disease. (viii) National Foot and Mouth Reference Laboratory has been receiving and processing Foot and Mouth Disease samples submitted from the counties. Githunguri Constituency has trained competent personnel who can ably collect Foot and Mouth Disease samples and submit them to this laboratory for confirmatory diagnosis before vaccination. Githunguri Constituency and Kiambu County in general have used their own laboratory personnel. (ix) Quality Foot and Mouth vaccines are available from the Kenya Veterinary Vaccines Production Institute (KEVEVAPI). (x) The Ministry has continued to support disease outbreak investigations upon request from the County Government. On 2nd June 2020, a retrospective Foot and Mouth Disease outbreak investigation was conducted in Limuru and Tigoni. It was revealed that serotype ‘O’. Laboratory subtyping is currently ongoing in Foot and Mouth Disease Embakasi Laboratory. Samples received from Githunguri on 10th February 2020 also revealed the presence of Foot and Mouth serotype ‘O’.
