    "content": " Hon. Temporary Deputy Speaker, I beg to move that the National Disaster Management Authority Bill, 2019 be read a Second Time. Hon. Temporary Deputy Speaker and Members, this Bill principally seeks to create a coordinated or a centralised way in which as a country we can deal with and manage disasters in the country. As you are aware, we have had several disasters ranging from flooding to fires in our urban centers and parts of our rural areas, including areas like Tsavo, as we have seen in the recent past a lot of pasture going into waste for both wildlife and domestic animals, to disasters like the terrorist attacks we have had in this country.
