    "content": " Okay. Thank you, Hon. Temporary Deputy Speaker. The main objective of the National Disaster Management Authority Bill is to establish a centralised system of responding to and managing disasters in the country. It is important to note that response to disasters in Kenya has been uncoordinated and has resulted in production of more harm in the society. I thank such groups like Red Cross and the United States Government Accountability Office (GAO) that have filled the gap even without an organised Disaster Management Authority. This Bill, therefore, addresses the issue by establishing the National Disaster Management Authority, which will liaise with the county governments and national Government and other agencies in regard to response to disasters in the country. Hon.
