    "content": "I will not dwell so much on what we need to address in the National Disaster Management Authority Bill. I will dwell so much on the issue that affects persons with disabilities. Whenever there is a disaster, the persons with disabilities are most affected in two ways. One, our numbers increase. Those who are maimed and affected by the accidents and disasters become persons with disabilities. They start competing with us for the little resources that the Government allocates to us. As persons with disabilities, we, pray on daily basis, so that we do not have disasters, so that our numbers cannot increase."
