    "content": "President for us to come up with a clear framework on how the authority will operate at the national and county levels.We can even go down to the constituency level. As I said, Members of this House have become disaster managers at any given time. We want to do things differently. This is an era where we must do things differently and appreciate the work of all the agencies. However, they must be put in an orderly manner so that this country can move forward. I support and I want to sit with Hon. Ichung’wah. I have looked at the areas where we need to do some amendments. We will bring amendments which are very noble and make sure that we move with speed and ask the Senate that this Bill should not stay in their House even for a day.
