    "content": "Prison is run at a cost to taxpayers. It is a place where we ought to be rehabilitated and given a second chance in life. It is not a place where we are dehumanized and made to suffer and face death at the cost of being neglected and forgotten. Mr. Speaker, Sir, it is important that as we talk about the rights of many Kenyans, we also talk about the rights of the voiceless who are in prison. Many people are in prison inside and outside, but it does not mean they should be condemned to die and forgotten. That aspect of response would be necessary, so that we are mindful of the marginalized and the imprisoned because they are forgotten. Remember in the Bible it is written, “You did not visit me when was in prison.” Let us use this Senate to visit the prisoners. Thank you."
