    "content": "There was an understanding in the drafting of the Constitution that there were about 14 marginalized counties. The Commission for Revenue Allocation (CRA) tended to interpret these to mean sub location level. In my opinion, I beg to differ on that much as we are sharing the pie. This is because it would end up decimating the macro-effect of resources so allocated for purposes of equalizing communities that hitherto have not benefitted from the largesse that is Government."
