    "content": "I remember it came here and it was defeated in the Senate. The National Assembly, which could not raise two thirds on many issues including the Gender Bill could raise two thirds on moving Equalization Fund to CDF. It was the Senate which shot it down. In fact, we did away with it in the Second Reading. It did not move because we did not like that way. This is now a back door of doing the same thing. It is creating another NG-CDF."
