    "content": "What they get before and what was to be implemented was also spread thin. It was not doing any major infrastructure and that would not be good. For example, what I was thinking was that if it is a road, then it should be a major gravel road which can open up a bigger part of that county. If it is a water project, it is bigger and can cover at least a wider area in terms of population. This is so that at the end of the day we can see this is what we have been able to do with this fund."
