I think it will also be important that when the Departmental Committee on Administration and National Security will be looking into this, they will invite the Communications Authority of Kenya (CAK). This is because there are areas in this country that do not have network. Even if we have toll-free stations and are unable to access network, then Kenyans will not get the services they need."
