    "content": " Thank you, Hon. Speaker. First and foremost, I thank the Chair of the Committee and the Ministry for providing sufficient answer. However, I want to mention two things quickly. One, the time it takes for the Ministry of Water to process requests or contracts that involve big contracts like Mzima II leaves a lot to be desired. This project has been in the shelves of the Ministry for the last six or seven years. We were told that time elapsed. They have to extend the time, so that the financier agreement is made within the period."
