    "content": "I want to thank the Committee for the substantive response that they have given to us. However, I want to urge them to do one or two things on behalf of this belt. They should push for the conclusion of the regulations, so that our people can be paid. The Ministry says that it cannot pay the locals because there is no formula on how to pay them, in terms of the 5 per cent which is in law. As we all know, the Public Finance Management (PFM) Act says that you cannot send money where you have not put the law in place. I wish the Committee can push for us, so that the regulations can be made."
