If one were to read them horizontally against Article 218(1)(a) and (b), what you have said makes a lot of sense. Indeed even though Article 218 talks about the documents to be tabled before Parliament two months before the end of the financial year, that should be the argument that the Division of Revenue, 218 (1)(a), should be tabled in the National Assembly and the County Allocation of Revenue Bill, (218)(1)(b), in the Senate and that would work miracles.
